Anyone, considered capable and adult, can participate in lotteries of other countries.
The Federal Law of the Russian Federation "On Lotteries" as a participant in the drawing determines the person, which is entitled by contract, concluded between him and the organizer of the lottery, participate in the drawing and, in case of victory, claim part of the prize fund.
